NexusOS Constitution — Governance Framework and Protocol Law

The NexusOS Constitution is the governing document for the NexusOS protocol. It defines what can be changed, who can change it, how changes are ratified, and what can never be changed. The most important clause: the NXT supply is indestructible — fees are never burned.

Governance Structure

11 live protocol parameters: base fee rate, burn rate (always 0), treasury allocation ratios (5 buckets), minimum proposal stake, quorum threshold, vote weight floor, OAM mode count, WDM channel count — all adjustable by on-chain governance
Authority band voting weights: SYSTEM > KERNEL > USER > GUEST. Shorter wavelength = higher energy = higher governance authority. Physics determines voting weight, not token quantity alone.
Proposal requirements: KERNEL-band or higher to submit. Proposals require specific vote counts and weight thresholds to pass.
Immediate effect: ratified proposals trigger immediate updates to in-memory fee and burn stores — no waiting period.

Indestructibility Clause

NXT fees are never burned. All protocol fees flow to the Orbital Treasury and are distributed across five on-chain governance-controlled buckets. The total NXT supply (21 billion) is permanent and conserved.
